Alberta's Fiscal Framework Survey - deadline Oct 31

In Budget 2012, the Government of Alberta committed to developing a fiscal framework that will build a predictable, sustainable revenue base to provide stable funding for day-to-day programs and infrastructure for the future. In addition, one of Premier Redford’s priorities is to obtain Albertans’ views about finances and savings. As a result, the government is conducting consultations on the fiscal framework throughout the fall of 2012. Participate here

Advocacy update

CAA reps have been hard at work serving on various committees - both internal to CAA and as representatives on external committees.  Here is a quick look at some of our recent activities:

Alberta Health Services

We have been advocating to AHS for nearly two years for changes to their Prime Consultant Agreement, and we are making some positive progress. Read more here ›

Alberta Infrastructure

Project delivery decision matrix - through our participation on the Design Build Committee the CAA has been providing input to the project delivery decision matrix used by the department to determine under which model a new project will be delivered. Read more here ›

Honoraria - we expressed the CAA’s frustration on the lack of honoraria provided for design/build projects (most recently the schools).  Click here to view a copy of the letter.

Covenant Health

We have made contact with their Corporate Director of Capital Planning, and will be meeting with him in the near future to discuss their procurement process with a view to encouraging best practices.

New West Partnership Trade Agreement

Our colleagues, the Consulting Engineers of Alberta (CEA), are lobbying hard for changes to the NWPTA. They wish to see professional engineering services removed from the agreement altogether. With the support of other provinces and their national advocacy body, they are making some progress toward this initiative. The issues impacting engineers are very similar for architects and so we recently provided a letter of support to the CEA.  Click here to view a copy of the letter.

New supplementary conditions for use with CCDC Contracts in Alberta

Did you know that the Alberta Builders' Lien Act has some unique characteristics compared to other jurisdictions and that when the standard CCDC forms of contract are used in Alberta, they require modification by Supplementary Conditions?

The Alberta Construction Association (ACA) has for many years published a standard set of Supplementary Conditions whose purpose is to align CCDC 2 – Stipulated Price Contract - with the Act. The ACA recently revised these Supplementary Conditions for improved clarity and has published additional ones for use with the most current editions of the entire suite of CCDC contracts, including CCDC 2, 3, 4, 5b,14, 17 and 18. These are available for download at no charge from the ACA website under the “Documents” tab.
